This briefing outlines the six tests which Universities UK thinks the recommendations of the upcoming review of post-18 education and funding need to pass if it we are to maintain quality, access and choice in post-18 education.
It also measures the impact of the speculated proposals ahead of the review including the impact on funding for universities, student experience and widening participation.
The review was announced by the Prime Minister in February 2018 and consists of an independent panel chaired by Philip Augar and five other experts from post-18 education and business sectors.
The panel is expected to publish its findings shortly, followed by a government response ahead of the 2019 Spending Review.
