Transnational education (TNE) is the delivery of educational programmes in a country other than that in which the awarding body is based. TNE is an important pillar of many UK universities’ international activities. It can include, but is not limited to, overseas campuses, distance learning, online provision, joint and dual degrees, validation partnerships, ‘fly-in’ faculty and blended models.

Overview of UK higher education TNE provision:
In 2022–23 606,485 students across 228 countries took part in TNE provided by 173 UK HE institutions. Between 2021–22 and 2022–23, the total number of UK TNE students increased by 8.8%. Two thirds of students (66.6%) were studying for undergraduate degrees. The number of students pursuing taught postgraduate courses in 2022–23 has increased significantly, up by 60.9% from 2018–19.
Collaborative provision experienced a growth of 10.9% from 2021–22 to 2022–23 and accounted for 41.6% of the global UK TNE student population, making it the most popular form of TNE provision. TNE where students are registered at an overseas partner organisation saw the largest percentage growth out of all types of provision, increasing by 12.3% from 2021–22 to 2022–23. Distance learning experienced the smallest growth of any provision type, growing by 3.3% but comprised over one quarter (26.1%) of the total TNE delivered.

Which UK nation delivers the most UK TNE?
English providers have the largest portion of UK TNE, with 86.4% of all UK TNE students in 2022–23. Scottish providers account for 7.6%, while Welsh providers account for 5.7%. Northern Ireland has exhibited the largest growth in TNE student numbers from 2021–22 to 2022–23, growing 21.1%. Each UK nation has shown growth in TNE student numbers between 2021–22 and 2022–23.

Where do UK higher education TNE students study?
In 2022–23, UK TNE delivery was most heavily concentrated in Asia. The region accounted for just over half the total of UK higher education TNE students, at 51.5%. This was followed by Europe, the Middle East and Africa. Africa and the Middle East have experienced the largest growth from 2021–22 to 2022–23, with student numbers increasing by 10.5% and 8.1% respectively. Australasia was the only region to see a decrease from 2021–22 to 2022–23, by 0.5%.

The top five host countries and territories for UK TNE in 2022–23 were China, Sri Lanka, Malaysia, Singapore and Egypt. The top five host territories accounted for 39.8% of all UK higher education TNE students. Sri Lanka has overtaken Malaysia and is now the second largest TNE host country, with student numbers increasing by 17.8% from 2021–22 to 2022–23. Since 2019–20, UK TNE student numbers have increased substantially in Sri Lanka, growing by 81.1%. UK TNE in China has also grown by 65.5% since 2019–20. Malaysia is the only country in the top five to experience a decrease in numbers since 2021–22.
The top ten host countries account for over half (57.3%) of all TNE students. Within the top 10 host countries for UK TNE, the United Arab Emirates has experienced the largest growth in TNE students from 2021–22 to 2022–23, increasing by 20.4%. Within the top ten host countries for TNE, Saudi Arabia has experienced the most significant growth between 2019–20 and 2022–23, increasing by 121.9%.
Greece remains the only TNE host country in Europe in the top ten. UK TNE in Greece has grown consistently, increasing by 14.6% from 2021–22 to 2022–23 and increasing by 37.9% between 2019–20 and 2022–23.

What are the top TNE host countries in each global region?
UK TNE student numbers in Africa grew by 10.5% in 2022–23 compared to the previous academic year, reaching 64,790 students. Egypt remained the region’s top host for UK TNE, with 28,360 student numbers, growing by 15.5% from 2021–22.
Asia continues to be the largest host region for UK TNE with 312,295 students, up 9.4% on the previous year. This growth has largely been driven by rising student numbers in China and Sri Lanka, up 14.2% and 17.8% respectively from 2021–22 to 2022–23. TNE student numbers in Vietnam have increased the most (by 42.1%) since 2021–22. Between 2021–22 to 2022–23, TNE student numbers in Malaysia fell by 10.8%.
The number of TNE students in Australasia decreased in 2022–23 by 0.5%, a continuation of the trend from previous years. Australia and New Zealand are the two largest host countries for UK TNE in the region. Student numbers in New Zealand grew by 1.3% from the previous year, but this was offset by a 1.8% decline in UK TNE in Australia.
Europe remains the UK’s second largest TNE market after Asia, with 110,750 students. The number of UK TNE students in Europe increased by 7.7% from 2021–22 to 2022–23. Continuing its trend of steady growth, the number of TNE students in Cyprus increased by 12.8% in 2022–23. The strongest growth rate amongst the top five TNE host countries was in Greece, with an increase of 14.6% in 2022–23.
TNE student numbers in the Middle East have been growing, with an 8.1% increase in 2022–23, reaching 82,930. The United Arab Emirates is the largest market for UK TNE in the region and saw the largest growth (20.4%) from the previous year. Student numbers fell in Oman (-0.6%) Kuwait (-2.9%) and Qatar (-1.4%) but grew in Saudi Arabia (10.7%), Bahrain (9.4%) and Lebanon (14.6%).
In 2022–23, UK TNE student numbers in North America increased by 5.6% from 2021–22 to reach 29,455. The United States continues to grow as the region’s largest TNE market with 9,250 students in 2022–23, a 3.6% increase on the previous year. Of the top 10 TNE host countries in the region, only Mexico and Barbados experienced decreases in TNE numbers from 2021–22, down 5.3% and 2.6% respectively.
In 2022–23, the number of TNE students in South America grew to 3,340, an increase of 5.9% compared to 2021–22. The largest TNE host country was Guyana with 1,175 students. Guyana also experienced the largest growth in UK TNE students, increasing 16.6% from 2021–22 to 2022–23. Student numbers remained relatively steady in the next three largest host countries: Brazil, Peru and Colombia.

Where do Scottish providers deliver TNE?
In 2022–23, Scotland had 16 institutions providing TNE to 45,795 students. Scottish TNE has exhibited growth of 7.6% in student numbers from 2018–19 to 2022–23 (with the exception of a 1.8% decrease in 2021–22).
Collaborative provision and distance learning were the most popular forms of Scottish TNE, accounting for 37.4% and 36.8% of Scottish TNE students respectively. Distance learning provision has experienced the largest growth of provision types, increasing by 14.8% from 2018–19 to 2022–23. TNE provided through an overseas partner organisation has increased by 9.5% from the previous year but is the only type of Scottish TNE to see an overall decrease in student numbers (-20.5%) from 2018–19 to 2022–23.
Scottish TNE student numbers in Africa have continued to decrease (by 2.1%) for the second year in a row in 2022–23, reaching 4,775 students. South Africa and Egypt have remained the continent’s top hosts for Scottish TNE, however, both have decreased following a peak in 2020–21, by 8.5% and 4.6% respectively from 2021–22 to 2022–23.
Asia continues to be the largest host region for Scottish TNE with 19,810 students, representing 43.3% of Scottish TNE. Student numbers in Asia have grown each year since 2019–20. China remains the largest host region for Scottish TNE students, growing by 23.3% from 2021–22 to 2022–23 to 7,295 students. TNE student numbers in Nepal have increased the most, growing by 30.1% from 2021–22. India saw a substantial decrease of 44.6% in TNE student numbers compared to 2021–22.
The number of TNE students in Australasia decreased in 2022–23 by 2.9% to 510, a continuation of the trend from 2021–22. Australia and New Zealand are by far the two most significant host countries for Scottish TNE in the region and Australia saw a decline in student numbers in 2022–23.
Europe is the third largest TNE market for Scottish providers after Asia and North America, with 7,330 students. However, Scottish TNE in Europe has decreased for the last two years from a peak of 7,970 in 2020–21, decreasing to 7,330 in 2022–23. Greece has remained the largest host country in Europe since 2018–19, although numbers have only increased by 0.1%. The number of Scottish TNE students in Malta has decreased the most since 2021–22, by 13.2%. Germany and Spain have shown the largest growth from 2018–19 to 2022–23, increasing by 43.0% and 40.6% respectively.
Scottish TNE student numbers in the Middle East increased slightly in 2022–23, up by 0.5% from the previous year to 8,990. The United Arab Emirates has remained the largest host country for Scottish TNE in 2022–23 with 5,270 students. Oman was the second largest host of Scottish TNE in 2022–23, although numbers have dropped by 61.6% from 2018–19 to 2022–23.
In 2022–23, Scottish TNE student numbers in North America increased by 1.5% between 2021–22 and 2022–23 following a decrease of 13.9% between 2020–21 and 2021–22. The United States continues as the region’s largest TNE market with 1,035 students in 2022–23.
In 2022–23, the number of students studying via Scottish TNE in South America fell by 16.4% to 310. South America is the smallest market for Scottish TNE.
Where do Welsh providers deliver TNE?
In 2022–23, Wales had nine institutions providing TNE to 34,340 students. Welsh TNE student numbers grew from 2018–19 to 2022–23, increasing by 13.5% over the period. However this growth has not been steady, with decreases in 2019–20 and 2021–22 sandwiched by growth years in 2020–21 and 2022–23.
Collaborative provision was the most popular form of Welsh TNE, accounting for 70.3% of Welsh TNE students. Collaborative provision has also experienced the largest growth of provision types, growing by 95.4% from 2018–9 to 2022–23. The second most popular form of TNE is distance learning, at 16.7%, however the number of students engaging in distance learning decreased year on year since 2018–19, falling by 51.0% from 2018–19 to 2022–23.
In 2022–23, Welsh TNE student numbers in Africa continued to decrease for the second year in a row, declining by 17.8% compared to the previous academic year, to 1,850 students. Morrocco has overtaken Egypt as the continent’s top host for Welsh TNE, due to Welsh TNE in Egypt experiencing a substantial decrease year on year, decreasing overall by 74.3% from 2018–19 to 2022–23 (excepting a 2.0% increase in 2020–21).
Asia continues to be the largest host region for Welsh TNE with 22,925 students, making up 66.8% of Welsh TNE. Student numbers in Asia have grown by 25.0% since the previous year, with Sri Lanka remaining the largest host region for Welsh TNE students and student numbers increasing to 13,760 (up by 48.7%) from 2021–22 to 2022–23. TNE student numbers in Vietnam increased the most, up by 82.0% from 2021–22. Malaysia saw a substantial decrease of 32.9% in TNE student numbers compared to 2021–22.
Welsh TNE in Australasia is small scale, with student numbers remaining around 80 in 2022–23. Australia and New Zealand are by far the two most important host countries for UK TNE in the region and Australia saw a decline in student numbers in 2022–23.
Europe remains the second largest TNE market for Welsh providers after Asia, with 5,245 students. However, Welsh TNE numbers in Europe have decreased each year from 2018–19 to 2022–23, falling from 12,090 in 2018–19 to 5,245 in 2022–23, a decrease of 56.6%. Cyprus has been the source of most of these decreases, with the number of TNE students in Cyprus falling from 9,045 in 2018–19 to 1,615 in 2022–23, a decrease of 82.1% in five years. Ukraine has shown the largest growth from 2021–22, with student numbers increasing by 87.5% in 2022–23.
Welsh TNE student numbers in the Middle East have grown for the second year in a row, with a 15.6% increase in 2022–23, reaching 3,540. Oman remains the largest TNE market for Welsh providers with 2,570 students, with the largest growth in United Arab Emirates, at 66.0%.
Welsh TNE student numbers in North America increased slightly by 0.6% from 2021–22 to 2022–23 to reach 655. The United States continues to grow as the region’s largest TNE market, with 260 students in 2022–23, an increase of 183.5% from 2018–19. Trinidad and Tobago experienced the largest decrease since 2021–22, of 22.7%.
South America is the smallest region for Welsh TNE, at 45 students in 2022–23, up 7.5% on the previous year.
Glossary:
Collaborative provision – A type of TNE provision. Students registered at a UK-based higher education provider study overseas for the provider’s award. This includes, for example, joint and dual degrees, but does not cover studying at an overseas campus of the UK provider.
Distance, flexible or distributed learning – A type of TNE provision. Students register at a UK-based higher education provider but study in-country via distance, flexible and/or distributed learning for the provider’s award.
Other arrangement – A type of TNE provision. Applies to students studying overseas for an award of the reporting provider in a manner not covered in other types of TNE provision, for example, via multiple UK or international partners delivering a programme, or through a combination of other types of provision.
Overseas campus – A type of TNE provision. Applies to students registered at the reporting provider who study for a UK higher education provider award at an overseas campus.
Overseas partner organisation – A type of TNE provision. Applies to students who register with an overseas partner organisation to study overseas for a UK higher education provider award. The majority of teaching is delivered in-country; this arrangement includes validation and franchise arrangements.
TNE – Higher education transnational education (TNE) is the delivery of degrees in a country or territory other than that where the awarding provider is based. It can include, but is not limited to, overseas campuses, distance learning, online provision, joint and dual degree programmes, double awards, fly-in faculty, and mixed models traditionally referred to as blended learning.
A note on the data:
Data about TNE is collected annually by the Higher Education Statistics Agency via the Aggregate Offshore Record. AOR data has been collected since 2007–08 from UK higher education providers who subscribe to HESA. Universities provide data in their AOR return about ‘students that are studying wholly outside the UK who are either registered with the reporting provider or who are studying for an award of the reporting provider’.
Following HESA’s definitions, this report uses the term ‘higher education providers’ to refer to the UK universities and institutions covered by the AOR. HESA collects data which relates to five categories or types of TNE provision and providers are responsible for returning data against these. The categories are broad, and universities may not always categorise their programmes by the same definitions used by HESA. The list below shows these categories, how they are referred to in this report, and an example for each. These examples are not exhaustive, and there are many other ways that TNE programmes operate which may be included in each category but not included in the table.

Historically, Oxford Brookes University students accounted for over 40% of all UK TNE student numbers, due to a partnership with the Association of Chartered Certified Accountants (ACCA). However, in 2019–20 Oxford Brookes University changed its reporting practices, resulting in a 256,450 reduction in the total number of students reported to HESA for the Aggregate Offshore Record (AOR) between 2018–19 and 2019–20.
