The BCA: From policy to practice in a new era of risk management
The new BCA metrics introduced as part of the Immigration White Paper changes (and the subsequent visa brake) are fundamentally changing how higher education institutions think about their international strategies and their attitude to risk.
This practical panel discussion will start with an update on the current policy before going on to explore how universities have responded to the new thresholds, how they have adapted their recruitment strategies and consider what additional measures can be put in place to derisk recruitment at the institutional and sector level.
- Oliver Rae, Head of Work, Study, Family and Ukraine Services, Home Office
- Rebecca Sandford, International Student Policy lead, Department for Education
- Alex Lock, Head of Immigration Compliance, Anglia Ruskin University
- Chris Chang, Deputy Vice-chancellor, Global Engagements and Student life, University of Portsmouth

Breakout track 1
From English proficiency to enrolment: the role of language testing in international student recruitment
English language evidence sits at the intersection of recruitment, admissions, compliance, student success and institutional reputation. In a more competitive and more closely scrutinised international recruitment environment, universities need to balance speed and access for applicants with confidence in standards, authenticity and readiness to succeed. This session will explore how language testing can support responsible recruitment: not as a narrow compliance requirement, but as part of a wider enrolment strategy that helps institutions identify genuine students, make fair admissions decisions, reduce operational risk and improve outcomes after arrival.
- David Booth, Director, Test Development, Pearson
- Lizzie Corsini, Head of English Language Assessment, University of Law
- Freya Allison, Senior Manager, Scholarships and Partnerships, London Business School
Melanie Jarman, Acting Director of International Experience, University of Worcester
- Chair: James Carmichael, Country Manager, UK & Ireland, Pearson
International graduate success as an ecosystem: connecting employability, alumni engagement and global partnerships
Prospective students are increasingly interested not only in getting a degree, but in understanding how the experience can advance their employment outcome and the return on their investment.
The UK Graduate Route created a vital opportunity for international graduates to stay and work in the UK after graduation. However, with a competitive jobs market, the graduate visa shortening from January 2027, and an International Education Strategy that challenges universities to prepare graduates for global careers and not just work in the UK, universities will now have to evolve their offer and messaging. At the same time, universities are sitting on a largely untapped asset: their ever-growing international alumni communities and global partnerships.
This session explores how universities can join the dots between recruitment and employability strategies, alumni relations and global partnerships, to prepare and propel international graduates for a global career journey.
- Andrew Wright, Associate Director (Employer Engagement & Work-based Learning), King's College London
- Aatreyee Guha Thakurta, Head of Higher Education India (Mobility), British Council
- Adam Doyle, Associate Pro-Vice Chancellor (Careers And Employer Engagement), University of East London

Breakout track 2
Stop selling harder, start changing the university: international recruitment as institutional redesign
The most successful international operations show all the elements lauded by organisational change experts: market focus, agility and constant re-invention. But too often we make the fundamental mistake of seeing the institution as fixed and the market as one we can persuade - so the emphasis is on finding new countries, improving conversion, tweaking the messaging and the channels to market and not enough on the academic offer, the mode of delivery or the decision making within the institution. Instead of simply asking where the next international students will come from, we should ask: what do we have to change about the university to make more students choose us?
This session will examine what happens when international recruitment becomes a source of institutional innovation. Join us to test concrete changes, explore the internal bargains needed to deliver them, and examine the evidence that justifies investment.

Managing risk without closing doors: Combining public data and institutional intelligence
A practical, institution-led session exploring how universities use publicly available Home Office data alongside their own recruitment, admissions and compliance intelligence to identify emerging risks. The panel will discuss how these data can help your institution to decide whether proportionate additional controls are needed – without treating country-level indicators as grounds for blanket market withdrawal.
- Charley Robinson, Head of Global Mobility, Universities UK International
- Bharat A Sakhuja, Associate Director Global, University of Portsmouth
- Amy Simcock, Head of Student Immigration Compliance, Queen Mary University of London

Quality, compliance and competitiveness: navigating the UK's next chapter in international recruitment
International education is facing heightened political, regulatory and public scrutiny. In this session, IDP's Emerging Futures data provides a global student perspective on the issues shaping recruitment decisions today. We'll examine how policy changes across major destination countries have influenced student demand, what lessons can be learned from international competitors, and how the UK can strengthen its position while meeting increasing expectations around quality, compliance and student outcomes.
- Ollie Quinn-Palmer, Head of Client Partnerships, IDP Education UK & Ireland
Global talent, domestic pressures: what’s changing in the international student debate?
Net migration is falling but immigration remains a critical part of public debate and an influence on government decision-making. International students are increasingly viewed through wider concerns about migration impact, economic growth, regional inequalities and social cohesion.
This closing discussion will bring together contrasting perspectives to explore how the UK and the HE sector can balance the ambition to remain a leading destination for global talent amidst political and public pressure to continue to be strong on immigration?
Our panellists will debate the impact of international students, examine the wider political and public realities, and consider what this means for universities.
