​Rosalind Lowe is a Policy Researcher specialising in university funding and higher education policy abroad, with expertise in quantitative and qualitative research methods. 

Her work on university funding covers a range of policy areas, including public investment in higher education and research, university finances, and pensions. She also supports the Internationalisation Programme. Within this programme she leads research focused on higher education policy abroad and develops publications and events with the International Unit. At current, she also works on fundraising regulation changes in the UK.

Rosalind studied at Oxford University and Leiden University in the Netherlands.
