This report underlines the importance of the taught postgraduate market in the UK: this group now constitutes almost a fifth of all higher education students in the UK and has grown very rapidly over the past decade. Most of our international students are enrolled on taught postgraduate programmes. Despite this rapid growth this provision is not regarded as a distinctive higher education market in its own right. This report provides input to universities’ planning process as well to national policy development and we hope that its conclusions will stimulate a wider debate.
